First of all, prettiness is in the eye of the beholder.
That said, I believe the key is to genetics and evolution.
If we'd all mate ONLY who we consider pretty, then future generations should, in theory, get prettier and prettier of the years and years to come. But our mating preferences are influenced by love. And love takes many things into account, not only physical presence.
Interesting questions. There really aren't ugly people and pretty people - it's just a personal perception. What some see as ugly, another sees as beauty. Even you mention being the same color but having different faces as a positive thing.
People are different in color because of the climate their ancestors were born into. It is fading quite a lot as people move to different areas of the globe. With easy travel, one day everybody will probably be the same color.

There are no UGLY people, only pretty people who think they are better than others and put labels on those they feel are beneath them. Everyone is beautiful in their own way and should be treated equally, beauty comes from the heart not from the skin and it is apparent when you see the chaos being heaped upon us by the so called 'beautiful' people. We here in the USA has such a fixation on celebrities and looks that we forget that most of us are just "normal", hard working and raising families without any fanfare, and all we need to make us happy is the love of our families and the respect of our fellow man, being an sports star, actor, politician does not automatically give you respect it only gives you exposure, I cannot believe the number of people who take to heart what a butthole like Tom Cruise says just because he is an actor. People it is time to make up your own minds, be an independent thinker, look at the world through your own eyes and you will not see any ugly people just other people who you should get to know. I didn't know that color had anything to do with beauty! I've seen beautiful people in all colors. Plus beauty truly is in the eye of the beholder and there is no way to set a single standard of beauty that everyone will agree on.
Even if everyone was the same "color" has nothing to do with the face. People either perceive you as ugly, or cute, or pretty or gorgeous. Skin color has nothing to do with anything. It's all in what someone finds attractive or not. That is what makes the world go round!
