do i need to hold a double pole switch higher up to isolate it,if would it still comply to electrical regs?

The receptacle you longing to install does not need a switch. It would be unusual to own a switch. Unplugging the unit would be the method for disconnecting power from it. That will comply next to the national electric code. State and local codes might over ride the national code but on this, I doubt it.
yes you should have a method of isolation and it should be a DP switch at large level above the appliance. Be measured in installing electrics within the home as new building regulations require that its properly certified and certificated.
It is indeed preferable to hold a DP (double pole) switch to isolate it, but not having one does not contravene the IEE Wiring regulations.
a fused spur is fine . you can after fuse it down to 3 amps as a sparker draws hardly any current...

No you dont; the double pole switch is just for convenience. Not have one does not go against BS7671 (British standards) of the electrics regulations as it can be isolated still by pulling the plug out of the wall and is fused down by the manufacturers plug-top.
