First, you have to figure out what's wrong with it. Then you repair that. If you can't see the cause, get a handyman to look at it.

I would probably contact the manufacturer or the place of purchase. It may be under warranty and you might be able to get a replacement or repair for free.

it depends on the chair... it would seem that the hydraulic cylinder that holds it up may have a defective or worn seal. you can try spraying some oil on the seal for a temporary fix... this may help keep the chair up for a while or buy a new chair. If is an expensive chair you can call to have it serviced & the seal replaced (this information could be looked up by the manufactuer).
Check the spring and get a new spring for the back and you will have it like a new one.
