How do I install a switch for an outside plug-in?
Answers: Find the wire that go to the outside receptacle. Install a box for the switch. Install a switch in the "hot" line. Turn the power off to that circuit first.

Do you want to switch the entire outlet or just a fragment of it?

There are a number of ways this switch might be wired.

Depends on where you want to put the switch. If you dont thoroughness where the switch is this can be straightforward. If you want it by a door or on an outside wall it can be a pain.
Best skin scenario is you have a panelbox within the basement, the vault is unfinished surrounded by area you are working, and you own an inside wall where you want to put the switch. Also hopefully this outlet is on a seperate circuit contained by the panel.
If so cut hole in wall for 'rework box' or 'cut within box'. Then drill hole in bottom of wall plate directly below the box hole. (Make sure to use a stud finder so you dont hit a stud) Then run your line from hole in wall to circuit panel. Install switch and cover.
Now surrounded by your panel shut off circuit for outside outlet. Take the hot line out of breaker/fuse and wire nut it to one of the switch wires. Take other lead from switch and put it on the breaker/fuse. And bam you got it.
This is newly one scenario though. More info needed if this doesnt help.
