What can i use to kill a full grown tree? I know there's a chemical that will do it but what's it called.

Anti-freeze will do the trick. If you are trying to kill a neighbors tree fill a bucket with anti-freeze and use a super soaker to shoot the base of the tree. I advise wearing a black ninja suit and performing the operation under cover of night.

Why not just cut a 1/2" band around the trunk. This will prevent water and nutrients from going up, and will kill the tree in fairly short order.

If you're planning to use a chemical rather than a chainsaw to kill a tree, I can only assume it is for nefarious purposes. Don't think it'll be easy to get away with just because it's a tree. People take that stuff seriously, and so do many government agencies with power to make your life miserable. Unless you are just a random serial tree killer, it won't likely be too difficult to peg you as a likely suspect. If you've had a beef with this neighbor, especially about the tree, then it's gonna be obvious. If it's because the tree is blocking your lovely view, that's not going to be too difficult to piece together either. Yeah, if you're really careful, it might be tough to prove. But don't assume it can't be or won't be proven, or that the neighbor won't take his own surreptitious revenge. If you absolutely must get rid of the tree, consider offering the neighbor a reasonable payment, and to pay for having the tree removed professionally.
