I agree. Definitely sounds like White Flies. Do this.....do an Internet search for "Garden Pests" and you'll find tons of sites with photos and great descriptions of all the nasty little bugs and worms that eat your veggies and kill your flowers. Sevins Dust is good but may attract spider mites (ugh!) like it says on the label. And always READ LABELS on insecticides. There are also several good sprays that you can use on veggies and flowers that kills over 100 pests. And if you treat one plant, you gotta treat them all, even if you don't see evidence of pests. If they are tiny, largely on the underside of the leaves and fly off in a puff when disturbed, you've got whitefly. A really good home brew remedy is to take pieces of wood like shingles, paint them with a bright yellow paint and coat with motor oil. Place them all around the garden. The yellow color will attract the whiteflies, and they will get stuck in the oil. Every so often clean the wood and restore the oil. You'll be surprised how well this works.
Ifyou touch the plant and they fly then the other answers you got are correct. If they dont fly then you have wooley aphids they look like small balls of cotton. Theres several different sprays you can buy up town or mix up some dawn dish detergent in water and spray the little bugars
