What can I do to bring my shrubs back to life?

There are probably several things going on. stress caused by insufficient water, high temps, or pest or all three.
First thing to do is to prune of all browning-stress parts (as much as practical)
Wash, a hard spray with the garden hose
Deep Deep Water.......very slow very long.
I would not fertilize until the stress is relieved a bit, by the plant trying to put on new growth it will take away from it trying to heal itself.
A weekly spray of soapy water in a mist bottle or a garden hose sprayer a few drop of liquid dish soap.
You should start seeing results in a week or two, once you see it is producing new growth then start a regular feeding routine. An all purpose should be fine depending on the plant,(some require more acid) ask your local nursery employee to help you identify and choose the best food for your plant.
Be patient repair takes time, but all will be fine.

If the entire shrub is turning brown then it couod be numerous problems : lack of water or over watering,something bad in the soil(too much fertilizer, something poured on it, something sprayed on it,etc.). However if it has green leaves on the extrior then depending on the shrub it could be going through a normal process of shading out of interior leaves. Secondly depending on the variety of shrub there may a disease that attacks this variety of shrub that watering could compound. The plant needs water usaully and adding a fertilizer(water souble) would benefit immediately
