What is considered good water pressure for the exterior spigot?

For example, how long should it take for me to fill up a 5 gallon bucket? My sprinklers have been ineffective at my new home and I have tested 2 brand new hoses as well.

45-60 psi is adequate. However, more is better until you hit about 115 psi. As a rule it is better to have too much pressure and install a pressure regulator than to have too little. If you have an irrigation system that is not working due to insufficient pressure, you can add a booster pump. This is an expensive solution, but it may be the only solution to get the pressure you need.
