A weed is what you make it... if you have a plant growing where you don't want it... its a weed... an "invasive" or "noxious" weed would refer to a plant that thrives so well in an area it is extremely hard to get it under control...
for the most part...if you have a nice lawn of grass... you typically wouldn't want things coming up in it you would consider those weeds
