Is there such a machine as a "tree spade" for shrubs and smaller trees?

Yes, they come in all sizes. I have even seen them mounted on a small, 2/wheeled trailer, pulled behind a garden tractor and powered by a 5 hp Briggs/Straton.

Unless you have a lot of shrubs to move, they will do more harm than good.
