What do you call that heavy ground digger with two long handles?

Garderners and traditional farmers use this tool to dig holes of about 5 or 6 inches in diameter, to plant seedlings / saplings. Holding the two handles and partly using the weight of the tools itself, the user will scoop out neat lumps of dirt, leaving holes on the ground just the right size to put in the black plastic bags of seedling.
