Your best course of action would be to pay him for the one time mowing, take a picture of him, and tell him that your don't need his services, and not to come again. If he smarts off, have him arrested and show your nieghbors his photograph with instructions to call the police if they see him their again. If he returns at night report him to the police again, if comes back
