Answers: Chop down the larger weed. In these areas & those with a life-size amount of weeds, put several layer of newspapers beneath the mulch you have immediately to kill the weed. The weeds won't grow lacking sunlight. You can add some compost & more mulch over the journalists.
You can mulch anytime, especially when you put in foreign plants or when your mulch has thined out so much that weed start taking hold.

I mulch my landscape all spring and summer. I live contained by Michigan so it wouldn't serve me well to mulch surrounded by winter. Even if you mulch you'll still get some weed unless you put a liner under the mulch. I of late pull weed when I see them . . . the liner is too much hassle. Don't make it too complicated. Just put mulch down where on earth you need the soil to be moist . . . and where on earth you think it's attractive.
There are several reason that you should mulch your landscaped areas.
Aesthetics are one. There are several different looks that you can bring about by using different colors and textures.
Moisture control is another. Watering can be reduced. You can place a soaker hose underneath the mulch around the plantings to water more resourcefully.
Weeds can be controlled. Notice the word "controlled." Weeds can grow through and in the mulch. The control of having mulch is that the weed can easily be removed if you keep hold of up with them. Weed control cloth will not prevent weeds from growing surrounded by the mulch.
Your outdoor environment is a dynamic one, it's not a "set it and forget it" proposition. A few minutes spent each daylight pulling any weeds that pop up is time very well spent, as well as relaxing. If you consent to things go to where on earth they are overwhelming, then they will be.

Mulching is great for moisture control. If you have dry conditions it will back keep the plants well again. I use Weed-X landscape textile under mulch and my plants look great- even within this drought, plus no weeds and you don't own to use much mulch. Be careful give or take a few the landscape textile you choose though- some of the stuff is a waste of money and time- ( Weed-X have a weed-free guarantee- got it @ Wal-mart). Mulch make your landscape are look fresh and tidy.
