I guess it would depend on the flower, but I have been doing some reading because I am getting ready to plant a small foliage garden and most of the directions say to wait until after the last freeze of the season and when the soil has warmed up.

if you are buying them as seedlings in punnets, when they are for sale at your garden centre, that is the right time to plant them.
The best times are spring and fall. In the fall nurseries ussually put there plants on sale.
