Can anyone tell me if a Califonia Pepper Tree should drop leafs all year round? In Baja Ca?

We have leafs that are dropping all day long 24/7 365. Is this normal? Any help would be appreciated.

yep, these are nasty trees...not only are they dirty, the roots will cause all kinds of havoc if they are near the house or patio...will raise the patio and ruin the foundation/floor of the house.. These trees are fine if they are out by themselves, away from all building and concrete. Otherwise get rid of it and plant something nice. Camphor trees are beautiful and big.
