You should pay a small fee to have a soil pH test done.
If it is too acidic, you can apply lime at the rate recommended by the soil tester to bring the pH into neutrality.

We had the same trouble until we invested in Weed and Feed. It might be your soil, too. Kentucky Blue grass is a hardy grass that works well just about anywhere, but first consider throwing down a few yards of good topsoil, rake it evenly and then plant your grass seed in the evening,watering while it's cool so it doesn't burn out right away and cover it with a light cover of straw to keep it protected from the sun and the moisture will hold for the seedlings. no need to remove the straw, it acts like a fertilizer and breaks down as the grass grows.
