Not a good time to transplant...if you can, wait until later in the fall...the root ball you will need now will be considerably bigger than if you wait until the growing season is over. Do not feed them for about 6 weeks before transplanting. You want the growing tips to have hardened off before transplanting.
Yes, try to do it right after they bloom so that they can establish themselves in their new spot before frost sets in. Make sure you get the entire rootball.
