Answers:
(you say "beofre it even has a change to grow") - this means seedlings, rabbits don't normally attack anything quite so small.

If you're talking flowers, then it's not likely to be rabbits - slugs more like.

Veggies, then possibly slugs.

**Adition to what 'Organic gard' said - sink the wire at least 6 inches below ground, otherwise rabbits will burrow underneath.

We use blood meal around the perimiters, this works, reapply after it rains.
Put a small fence up made of chicken wire if it's not a large garden, 4' high should do it. Or, go to beauty shop and ask for all of their hair clippings. Human hair placed around a garden is supposed to keep the little varmints out. Of course, placing blood meal around the garden also works but it can be expensive because you have to put it back on each time it rains.
I use fox urine to keep the wascally wabbits out of my garden. You should be able to buy a bottle of fox urine at a nursery that sells varmint control stuff. One of my fellow gardeners uses Liquid Fence to keep both wabbits and deer out of his garden.
Rabbits will indeed attack your seedlings. I use plastic hard ware cloth to make a fence. Once the seedlings mature they will leave them alone
