why does my small palm tree turns yellow?to much water or not enough sun?
Answers:
Probably too much water. Should make sure it gets sunlight frequently too. Put it where it gets some sunlight during the day should be good enough.

You need to have a set of the plants which you need to
keep indoors for 1 week and outdoors for 1 week in rotation.
This was the plants can have fresh air and sunshine.
if its a day palm it can not handle direct sun your burning it, try giving it vitamen b-1 and put it in the shade and watch it come back to life.
The question doesn't give enough detail to assume anything.
I live in Central Florida, with more palm trees around than I strictly enjoy.
Palms are no different than many other plants in that they need a balance of sun, food, water, and some maintenance.
You don't state what type/if it's potted or planted in the ground/your location or that of the tree/your watering habits, water table in the area/amount of rainfall/indoor plant or outdoor/etc.
Once established, and if in decent soil with proper drainage, a palm can withstand a lot more than a deciuous plant. If it's outdoors, and established, no matter its size, you can assume that nature is largely taking care of it.
The yellow might be from too much water, too little water, rarely will too much sun effect the plant.
You should also realize that tips turn yellow first, and at the bottom most leaves you will see then die over time, and should remove them.
Palms are hardy plants, but not indiginous to everywhere. In Florida, in rural or wooded areas they are as prolific as weeds.
Analyze the conditions, you probably can then answer some of your own questions.
