It will take some research on your part, but here are some suggestions you can look into: The Campanula, carpatica grows 8 to 12 ins. tall and 12 ins. wide, forms clumps of small heart-shaped leaves with 1 to 2 in. violet-blue or white cup-shaped flowers. Blooms all summer. Also Lily of the valley, has beautiful white bell shaped blooms, grows 12 ins. tall and is fragrant. Digitalis also known as foxglove has many verities of plants, some grow 5 ft high, but have delicate bell shaped blooms.
Lavender in the back with smaller white blooming plants in front would look nice, (in my mind) and smell sweet too. White blooms look nice in the moonlight. I hope you find the perfect thing. And remember, whatever you plant you can always dig back up if you change your mind. Have fun!
Another thought, if you want larger plants, the hibiscus grows to 6 ft and has lovely blooms. Also, I don’t know if you have room, but a winding path leading to the gazebo would be lovely. You could plant wildflowers on either side. Some evening primrose and foxglove, nearer to the foot path plant bellflowers and blanket flowers, yellow helipsis, purple coneflower, and blue chicory, ox-eye daisy and Shirley poppies. Can I just come over and do it for you?

I guess that would depend on the location of you as well as the gazebo. Shade: azaleas would look great especially the re bloomers. Hosta's would look great also. Sun: day lilies come in many, many colors and sizes now and have to be one of the easiest flowers to grow. Add some annuals like vinca or impatiens one for sun the other for shade and they give romantic color all season long and are low growing and wont compete with taller plants behind them.
