i want to get some cuttings from my poplar trees to plant more trees. how do i cut them properly?

Well, poplars also produce seeds, but seems you don't want to wait that much huh?
in general for cuttings you wait until it's winter end and you cut sticks from the base, half trunk or branches not to old (woody, dry) and not too young (freshy), just beginning to get woody and sticks of 10-12"
Fast clean cut with good prunning shears
you shall keep tha base part soaked in water not more than 3 days (only one better) and put them into the soil some 2" and keep that place moist
Don't loose attention to your sticks and soon will see the buds spouding
