I would like to know if the tenant is responsible to pay the water and sewer bill?

It depends on the city in which the rental is located. In my city, if there are separate meters, each tenant can be charged for their individual usage and sewer fees. If there is one common meter, charges for water and sewage may not be divided among units, thus the land owner pays the water and sewage. Obviously, it is then equally divided among the tenants and is included as a part of the monthly rental rate.

It's all based on what's in the lease. If the lease states you are responsibvle for it, and you signed the lease, then you are responsible. Some leases will specify that the landlord will pay those utilities. If it's in the lease and you signed it, the landlord can NOT then turn around and ask you to pay that.

I rent and I DO have to pay water and sewer. It's in my lease that it is my responsibility.

It can go either way, but it should be set out in a WRITTEN rental agreement.
You will need to read and understand your rental agreement contract. Everything you are required to pay or do regarding the lease should be written in plain language.
You are responible for your own utilities unless it states in your rental agreement that the Landlord will take care of it.
The lease does not control, necessarily, if the zoning code says otherwise. In many states the landlord pays regardless what the lease says. Check with your towns building/zoning/board of health department.
