If its dry and has been around for a while, you can use it. Manure goes through a heating process. If you use it before it goes through this, it will cook your plants. If you have access to it, pile it in your garden in the fall, By spring, level out the pile/piles and turn it under.
What ever you do, don't use Scott's turf builder in your garden, but I am guessing you already knew that.

Any time of year is ok but try to avoid very dry weather as it will dry up and not break down quickly.
When planting with it, mix it well into the soil.
I used to see this alot when i was a kid in the early 80's but now that im a home owner, i dont think its used too much anymore. Im buying scotts turf builder, and it works like a champ, but its pretty expensive.
Be sure to compost it properly before use. Cows are not efficient "digesters" so everything they eat will be planted in your garden! Use it anytime once it is thoroughly composted.
