It's a honeysuckle bush. I have them everywhere. The smell is very sweet and I can see why it reminds you of bubble gum :)

It might be a type of Daphne, which grows as a bush. The most common one is Daphne odora, which is known for being sweetly fragrant. There are some varieties of Daphne that have green leaves variegated with yellow and/or white, which might explain why the one you saw had white-ish leaves.
Another suggestion is Osmanthus fragrans (sweet olive), which also grows as a bush. Its leaves are not white, but it's loaded with small white flowers. Most folks think the smell of Osmanthus is like a cross between apricots and honey, but it might seem like bubblegum to some.
And finally, there's Calycanthus floridus (Carolina allspice). The fragrance of its flowers has been compared to strawberry and/ bubblegum, although I've never smelled it myself.
