I'm using 12" w x 4"h x 7"d stones that weigh 24 lbs each. I just thought that burying the first level (even partially) is a waste but I'm also concerned about safety. The primary purpose is to protect the mulch from the wind.

As long as you level the ground first, you should be fine. My son and I built 2 raised beds that are 4 and 5 levels with the same type of stones, and we didn't bury the first course. The beds are now 4 years old and completely stable; I walk on the top to maintain the plants. As long as the first course is level, the weight of the stones and the overlap holds everything in place just fine.
