I'm no expert on this(yet) but there's a chance perhaps the magnolia plant isn't getting enough nutrients to support a bloom. Blooming flowers take a lot of energy out of a plant, so make sure it's getting enough nutrients. Look for a fertilizer where...I believe the first number should be lower than the other two numbers. This ensures that the plant will get nutrients without going straight into a budding frenzy, which may end up killing it.
