What can I do about my wilting rose bush??

Did you water the rose as you were planting? Take a fist full of the clay/soil and squeeze it tight, does it stay in a ball? If it does, it's got way too much clay in it and the water can't drain away fast enough ...that means the roots will rot and the "trucks" will weaken and leaves will wilt. If you put the trash bag over it while the outside temps were high (above 75ยบ) or if you forgot to take the trash bag off the rose till 11am or later, the rose may be wilted from the heat. All plants suffer from transplant shock. I guess it really depends on all of the above and how long the rose has been in the ground.

water it or get systemic fertilizer...If it is mites aphides then get two drops of dish soap one drop of cooking oil to a full spray bottle of water and spray. Then rinse of on to the next day.

look for a cat or dog or the acid in the soil is too much add some composted humus and manure or ask the dude at the depot about something to drop the acid level clay is acidic and the plants will have a burned appearance take a small twig and leaves in and tell the story
I would replant if you have an area of full sun and can assure the soil is properly maintained. Runoff from a roof can kill most plants and clay dirt won't grow much.
How long ago did you plant it ? Roses take time to get used to any place.
Does the spot get direct sunlight ?
It could also be just because the plant got displaced/soil got washed away during the rains. If the spot seems to drain well and gets enough sunlight then add more soil and build some sort of low wall around the base of the plant (maybe with a ring of stones) to prevent the soil from getting washed away again.
And also- fertilize the soil regularly. The soil is probably depleted of nutrients with all the rain and clayish consistency. I use fertiliser spikes and they work just fine.
If the soil is fertilised and sunny (and you have no idea what the problem could be)- then try moving the rose plant to some other spot. You will know when a plant likes the spot it is in- it will just show!
A rose doesnt like a wet feet, you see. So make sure the soil is well drained. So dig up some holes on the side of the bush and mix some sand with the clay or just make sure the water is drained somehow..
Instead of keeping trash bag over it, you can try covering it with a glass or plastic bottle with both ends open..
if its due to heat, try some antitranspirants... apply a thick mulch on the soil to prevent evaporation and retain moisture .. you need to use just a few leaves and kitchen waste for this.
