It truly depends on the area that you live and what it is that you want to plant. A general rule of thumb for annuals and marginal perennials is to wait (as patiently as you can) till the last week in May. The chance of frost is minimal. If the ground is workable now with out hitting the frost line when digging, feel free to implement hardy perennials, shrubs and trees. It is not such a good idea to put anything in at this time that has been forced in a greenhouse however. Just ask your local nursery. They should be able to give you all the info that you need. Don't forget to use bone meal and sufficient watering with appropriate drainage. Don't let the early sunny weather fool ya! Good luck!

As soon as the last frost date is passed in your area. If you don't know the generally accepted last frost date, call a greenhouse and they'll tell you.
The good time to start planting for the spring season, is usually around the 2nd week of march. When you plant any vegetables, herbs, etc, just make sure you plant them after the sun has gone down, so the sun doesn't burn the roots. The best time after the spring season has started, to plant veggies & herbs, is when there is almost a new moon, or when there is no moon at all.

My advice is to start planning in early summer of the previous year, that way you will be sure to have covered as many bases as possible.
