The best time of the year to trim any tree is when the sap is down. This is usely in the cold weather part of the year., most probably between January to late February. The reason for this is to not cause damage to the tree, and to prevent infestation of worms or pests in your tree. Prune the tree in the fall. and paint "tar" on the wound to prevent any insects from damaging the tree. I had my own landscaping company when I lived in Michigan years ago.

In Calif, Fruitless Mulberry trees are still dropping their leaves at Christmas. They should be pruned when dormant-Jan or Feb. The same should apply to fruiting varieties.
Around here they are weeds and we trim them whenever, it doesn't seem to effect the fruit either. If one would have a desire to maintain a mulberry tree the proper time to trim it would be after it fruits and before it sets new growth. How hard you were planning on pruning would determine weather I would wait until it was truly dormant.
