after the winter, the stain on our decking peeled off,any ideas to stop this happening again?

The problem could only be two things. At some time in the past someone has put a laver of varnish or similar on the wood, some of the coloured stains not specifically for decking also may sit on the surface if they are not the first coat. Tempting though it may be a thick coat also can sit on the surface and crack up later.
It may well be worth using an idustrial sander to take off the varnish, you could try a small patch first to check what is happening. It is a long slog, you may need the assistance of a nice Englishman to help out but failing that its cheaper than the gym and much more rewarding. Please wear a mask when sanding.
If you afterwards use a good quality decking stain, applied in thin layers, I use a spray or a roller you will have the problem solved.

There is a cleaner you have to use first on your deck. This takes old dirt and stain off, but it also opens up the pores in the wood and allows for stain to stick better and last longer, also use a more expensive brand of stain, like Olympia. It makes a huge difference. This should last for 5 -10 years.

You can't it was a bad idea staining it as it is tanalised timber and the stain does not sink in it stays near to the surface. Now you have started you will have to retreat the decking every year. Sorry.
Depending on where you are there is plenty of wood stain that guarantee's it wont peel for years,.. B & Q sell it so do homebase and most larger hardware or DIY places.
