You can buy cocoa hulls at home depot and other nursery type stores. They prevent cats from leaving little presents. It is one of the lable claims and It has worked for me. The best part is, it smells like someone is baking brownies in your yard.

I had this problem once and the cats kept using the garden as a litter box and sprayed it constantly. Nothing would get rid of the smell and it was under the dining room window. I bought a powder at the garden center (it is also available at large pet store chains). It stunk pretty bad but not as bad as the kitties.
ask your neighbor to keep there pets out or get your local animal control officer to set up some humane traps to catch them... hope this helps...

Put mulch on it..cats like easy access dirt.

Try sprinkling black pepper around. Makes them sneeze and they tend to avoid that area. Keeps all kinds of pest away.
