Why have white particles appeared around the plants in my garden after a few days of heavy rainfall?

I've recently cleared this plot and planted this garden, so everything that happens is new to me. I can tell you that I only put compost in the soil and mulched it on top. Otherwise no fertilizer, weed killer, etc.

this fungus is called powdery mildue, if left untreated it will kill your plants. if it's just a small amount pluck the veggie,leaf,flower. or you can us a baking soda spray if you want to go organic. this is caused by a dry spell,followed by heavy rain and too much humminity. in the future, plant disease resistant types. also plant your flower,veggies, or plants of choice with a bit more of distance from each other.

1 1/2 tbs baking soda
1 tbs vegetable oil
1 1/2 gallons plus 1 cup warm water
combine baking soda oil and cup of water to mix, then add this mix to the 1 1/2 gallon of water. stir untill blended.por into a hand held sprayer apply immediatley
