Like its cousin, the redbud, Cercis alba has a shallow root system. You can leave it where it is or move it when it is dormant. The more soil you take with the roots, the better. Mulch it and water very well for the first year. Fertilize the second year, with Miracle Grow for acid loving plants...If necessary, you may cut the branches back a litle bit, but no more than 12" or you will shock it.
Good luck!

If you want to keep the tree you should very carefully dig it up and move it. This will be a very big hole and you will need some help. Once the tree is moved, water it a lot.

Whatever you want. You could let it grow, it's an attractive tree. The only concern that you might have is for your foundation. Do you live in an area where people have foundation issues? I have a redbud growing about the same distance from my house and I just decided to let it grow. If you're really worried about foundation problems, you could either remove the plant by digging it up or cutting down to the ground several times, or you could put root barriers in the ground to keep the roots under control.
If foundation is not an issue, then I would enjoy the tree.
