Do oak tree saplings like dry or wet soil...I heard they need a dry season.?

It depends on the type of oak:

White Oak (Quercus alba): Dry, upland sites.

Swamp White Oak (Quercus bicolor): You guessed it, wet.

Red Oak (Quercus rubra): Moist to well drainied sites.

Black Oak (Quercus velutina): Dry, upland sites.

Pin Oak (Quercus palustris): Seasonally wet sites.

This past winter I planted 2 white oak acorns in some potting soils and after 2-3 months they sprouted and I have since transplanted them to very sandy sites.
