What can I do, I have a rock garden and the weeds just keep coming.?

It is probably worth putting down landscape cloth or a drop cloth and replacing the rocks to the garden.

round up--the weed killer...use before the weeds even show up
Take the rocks up and put something down that will not let the weeds grow. You could use trash bags or the stores sell items to help keep weeds from growing in the lawn and garden section
just keep weeding. Or stop feeding your rocks Viagra.

Sprinkle salt :D Anywhere you sprinkle salt nothing will grow! This also works great for cracks in sidewalks, etc.
wow do I know what it feels like. But there is really nothing you can do. So what I do is: ones a year I sit there oft 3 days and go with my hands through very slowly inch by inch. Yes it is painstaking work,but it holds a year
You could try putting a tarp underneath the rock garden then cover the tarp with some sand and then building your rock garden.
As a matter of fact they sell something like that just for the purpose of keeping weeds out of the garden at Home Depot. It is outside in the gardening section but over where the fertilizers and rocks and stuff are.
Give that a try.
Have you tried to spray where the weeds are or paint some week killer on the weeds?
Have you tried using a black plastic lining?
Weed as best you can (get the roots too) If there are bits of weeds showing spray them with round-up being very careful not to spray your cultivated plants,then put a 4" -6" layer of top soil or bark mulch over top. This will save you from ripping up the entire garden. Keep an eye out for weeds and be vigilent about pulling them out.
If you have perennial weeds or difficult to handle weeds such as horsetail, or bind weed you may have to start all over using landscape fabric. If you do this ensure the plants you are planting THROUGH the landscape fabric have no weed roots in them.

You need to put a weed cloth under the rocks before you place the rocks. This will really help the weeds from popping up
Pull out all exisisting weeds and put in a product called Preen. Its really great! I put it in my flower beds and never have to weed all year.
