I have a tree contained by my back courtyard that's limb be hanging over my neigbors patio. We had an rime storm come through and the limb broke, it fell within their yard but is still attached to the tree. The tree be in correct health beforehand the ice storm, whos responsability is it to cut the feeler and remove it?
