Is it possible to overwater garden plants?

Yes and No. It depends on your plant and the type of drainage that your soil has. Generally it is not really some thing you need to worry about unless your soil has really poor drainage, or if you water too much it will wash all of the nutrients out of the soil.
Generally plants like succulents and cactus don't like much water so you have to be careful with them.
With most vegetables I found that watering every second day leaving the sprinkler on for about 0.5 - 1 hour was good but depending on the weather, That is when it is dry. If you are worried about it, water in the morning so then in the day the excess water will have a chance to evaporate. plus the evaporation will help the plants to draw up water trough their roots and cool them on hot days.
But mostly common sense applies don't leave the watering system on for too long.

It is possible to overwater. You do not want to flood the roots because they need oxygen to carry out respiration and survive. Wait, I though plants used C02 and made oxygen. Yeah, that's for photosynthesis and making sugars, but plants still need oxygen by their roots to live and breathe like any other living thing.
It is best to water a plant and let the soil dry out somewhat, but not completely. I usually water every 3rd day or every other day. It depends on how much water the plant is using.
Yes, it would be best just to water your plants on a schedule of two to three times a week, just enough water to soak the soil but not to much. Remember that your plants need to breath through the roots. To much water can cause root damage and death to your plants. Have fun gardening!
