Remove all you can and after planting sprinkle moth balls all around or other cats will return, cat droppings are not safe for any edible plants. You will want to add a little new soil but it does not need to be too much. Just be careful and wear gloves and wash your tools after wards. Good luck and happy gardening

Better there than your soup! Aside...Neither is a good fertilizer. Tried chicken dropping once...Once! That much heat killed everything! Any chance you Yanks could sell that to the Brits as a health or energy food or something? Sory! Just a random thought.
not good to much amonia in cat feces and urine better take off the top soil and replace it with fertilizer, you can get cheap fertilizer at most 99 cent stores and it works real good.

It's good food for the plants. turn the soil over a few times and spread the prosperity around!
Use it as is and to keep him out in the future, soak rags or cotton balls in ammonia and put it into tin cans...Then bury the cans in the garden with just the top sticking out...put one every 6 feet or so....No cats will use your garden as a litter box!
Heres a "Cat Scat Solution",5 tbsp. flour, 4 tbsp.powered mustard, 3 tbsp. cayenne pepper, 2tbsp. chilli powder, 2 qts. warm water. Mix all ingredients together and sprinkle solution where you don't want the cats at.
