Answers:
They grow all over Florida, so any warm climate should support them just fine.

Depends on where you live and the weather there. If you are in a tropical zone like Florida, you could do it if you are in the south or if you are in Hawaii but most other places you need to be careful as they are a very warm loving plant. No frost or cold weather will be tolerated as they will die. They like a good moist warm climate. If you have that, there is no reason you could not plant them outside.

Find out if it zone hardy in your zone.
Of course you can. Have you not seen the gardening shows on HGTV? There are other channels, like Discovery, DIY and BBC, that do Gardening shows also. You can go online and ask them any question you have.
I, too, want to plant one and have asked my friends the same question. The research I have done suggests B of P really likes to have its roots crowded, so they say you should set the pot in the ground for a while or plant it in a planter. Also, they take a really long time to bloom (5-7 years) so it is best to purchase one that is already blooming.
Yes where I live they grow on neglect.

I live in a sub-tropical zone in Australia.

Our winters do not go below 4 or 5 degrees celsius

Our summers generally don't go over 38 degrees celsius
