The best time of the year is late fall to winter. This is a practical answer--not scientific. The reasons supporting this answer involve safety and comfort. In the late fall or winter timeframe you avoid the heat of the year--fewer insects to contend with and no snakes. In addition, cutting posts during any weather conditions constitute hard work. This type of labor is better accomplished when the weather is cool to cold. Avoid below freezing temperatures to prolong the periods between sharpening your chainsaw. The quality of your posts--longevity, etc. will not vary based on the time of the year you choose. Your locust fenceposts will essentially last for many, years--probably outlast you. PS--It doesn't really matter if you take the bark off--eventually the bark will peel off without stripping it. I prefer to strip the bark for appearance reasons.
