Have you tried sitting down and explaining the situation to them? I'm sure they will understand your point of view. Failing that, an electric fence normally works.

Use barrier type plants - for example, thick shrubs with thorns. Plants trees, shrubs and even flowers in groups rather than singly. Use landscaping timber or stone to build barriers to the flower beds, then work with your dog so it understands that he is supposed to stay off it (just like you would teach it to stay off the furniture inside the house).
