Call Mosquito Abatement (in the Government section of the phone book). They will come out and put fish in to keep the mosquito population down.

tadpoles are a great way
get a bubbler, something to keep the water oxygenated.
Keep the water moving.
Frogs, turtles, poy, anything that will eat them. The bubbler is also an excelent idea, but depends on the size of the pond
You can't. If you wanted to do that you would have to hire someone to do that for you and trust me, it's expensive.
Fish or you can put a some baby oil in the water. Depending on the size of your pool / pond would decide how much to put in.
You should be able to go to any lawn and garden place and get mosquito "dunks". They are about the size of a silver dollar. put them in the water and taht will do. If that cant be found, look for a product called Pre-Strike. I'm a service manager for a pest control company in Indiana. Any more questions let me know.
they sell a product that will kill the larvae..
now you need to get a pump, because mosquitoes lay egss in stagnant water. anyway if you don t move the water , your koi or any fish or water reptiles will not survive because of lack of oxygen. also you need bacteria inorder to solve all the other potential problems you may encounter.
In the Toledo Ohio area the sanitation department delivers mosquito fish for free to people who have ponds.
Not sure where you are but the may be able to tell you where to call in your area

Make sure you visit your local aquarium supply store... you could either go for tadpoles... or you might wanna try guppies instead... I would go for the guppies, they reproduce and the population will be OK with a reg.size pond... tadpoles are seasonal... the cycle of frogs/toads is limited to certain months, then they transition into little frogs/toads... they will eat insects, but won't eat the larvae. You might even have a combination of both... tadpoles and guppies... Try a couple of turtles too, they are fun to watch when they come out to sun-bath...
