Is there a way to transplant or get a start off a rose bush?

Blondangels gave you some detailed information about rooting a cutting. I don't think anyone yet addressed the transplant part of your question. But it is possible to transplant a rose bush. It would be better to do this during the winter, when the plant is dormant. Then you would prune it back (look at a good book or website for proper pruning). Make sure the soil is moist and dig it up. I would suggest that you dig about 18 to 24 inches around the plant and down as deep as you can (at least 18 to 24 inches) so you get as much of the rootball as possible. If you can't plant it in its new location right away, put it into a large pot with good soil and keep it moist until you plant it. Commercially sold bareroot roses are dug in a similar way, but they are smaller because they are younger than your rosebush probably is, and they are grown specifically to be dug and sold bareroot. (Sometimes you will see them packaged in plastic with sawdust keeping the roots moist.) Don't worry about cutting through a few roots; the plant will survive and make new ones.

Yes there are ways. you can cut a stem, dip it in some root starter. Plant it in loose, good draining soil and water quit a bit for the first couple of weeks.
Rose bushes are very hard to get them to sprout there own roots from a cutting.The best way is to cut a twig at the knuckle then place it in a vase with water.
cut one of the branches off... take bottom leaves off and place in water. don't put it in direct sun light. roots will begin to grow about week and half... change the water every day or two.
I have been transplanting cuttings for 2 weeks now and they are doing good. Make sure you cut below an elbow or where two branches out keep them watered and keep watering even if the part sticking out of the ground looks dead. It is probably ok in the ground. I transplanted a sucker off a dog wood about a month ago, it dried up the leaves fell off it looked like a stick in the ground i kept watering and last week it sprouted new little leaves from top to bottom. good luck
The best way that I know to tell you how is get you a cutting or graph off of a disease resistant bush. Then get you some root hormone, get you a zip lock bag , potting soil, spray bottle for water, straw . Carefully cut the end of the cutting diagonally and dip it in the root hormone, add potting soil to the zip lock bag and carefully mold around potting soil, put the straw in the bag and blow up with air. Seal bag and stick in lighted window. Not direct sun. Bag will form a greenhouse type of effect. Check bag every so often to make sure soil stays moist. If it is dry lightly mist, then use straw to blow air back in bag. In about a couple of months or less you should start to see roots grow. If cutting starts to show leaves or budding clip the bud off and leave two leaves only because it takes energy away from plant that is necessary to grow roots. Once roots take hold then you will need to harden the plant before you transplant by opening the bag a few minutes a day. If you see no wilting of leaves after doing this, then you can plant outside in a shady location till plant becomes accustomed to outdoors then plant as desired. Another method to the zip lock bag is a jar and sow cutting directly outdoors. My grandmother used to do that and she had great success.
