Does too Much Chlorine in my Pond change the water color?

I am not sure but i have a floating chlorine dispenser device and for some strange reason my pond was clear for a whle but now is a very misty white-green-brown (the green-brown is subtle)..The pond is dark to teh point where i cant see to the bottom anymore. Is this caused by too much chlorine or not enough?
