I don't know where you live, I'm in Texas and have full sun in my backyard. Mexican heather a small leafed perinnial with small violet colored daisy shaped flowers. Grows great in full sun, low water and mine have come back for over 8 years. Miracle grow a couple times a season and they will get full and bushy, almost shrub like. Also, passion flowers, oh they smell so good, but beware-very invasive, unless you want it growing in the neighbors yard, keep it in a pot. I'm not joking, I made the mistake of planting in the front yard and now it's taken over. I cut it back every year and it still comes back. I have it way back in the back, on the side, in the neighbors yard. I only planted it in the front.....Sam

rhodedendrons, they come in different colors, myself, i think the purple ones are the best :) as for them staying small, all you have to do is keep them trimmed up, and they will still bloom,

Sweet alysums are low growing and fragrant.
I find any of the spirea bush hardy and flower well every year. Black eyed susans, lillies( all varieties) are great perenial flowers that come back every year. Of course it all depends in the region you are in. Buy flowers and shrubs for the ZONE you live in
I really like Honeysuckle plants. The come in many different varieties, both as vines and bushes, and grow quickly without a lot of fuss. The flowers are beautiful and smell wonderful.
