How can I get rid of cattails in my dormant runoff pond?

I have a runoff pond with no movement except when it rains then the runoff goes in there. It is filling up with cat tails....Help..how can I get rid of them...also the green scum that is all over the top of the water. Thank you

We have this same problem, and found that all you can do is pull them up when the water is relatively low. The green algae is a whole different problem. We have considered just hauling in fill when the frogs are gone..Good luck
