"Summer flowering bulbs (tender bulbs) are killed by cold temperatures. They must be planted in the spring when there is no longer a chance of ground frost. They need to be dug in the fall following the first frost that discolors the foliage and stored over the winter."
I'm in zone 8b, so I don't dig my bulbs in the fall, simply mulch deeply and let them go. Also, I never cut my foliage back, but when it dies down, I will cover it with another layer of mulch.

After the danger of freeze is over in your area,you can begin to plant summer flowering bulbs. Nature will take it's course and the bulbs will generally take care of themselves with the proper amount of water and required fertilization for the specific bulb. . .people at your local nursery can direct you on this according to the soil needs in your area.
Summer blooming bulbs should not bloom until the ground heat reaches the required temp. needed for that specific bulb.
