hey there , any ideas on how to make a retaining wall to keep the dirt from washing away,around fenc?

for the water pools... look at installing a french drain... its basically a drain like you see in the parking lot...but in your yard.
the retaining walls.. you can easyly buy some cheap patio blocks from a home improvement stores and they are built to be nothing but retaining walls... they have lips on the back to help you stack them correctly. Home depot or Lowes has them. they are like 2$ for a 12" and come in a couple of diff colors
What you need is windsor wall. Talk to someone at home depot and they'll tell you how to install them. They're interlocking. Stack them a few feet tall, and back fill it with soil. Here's a pic:
