All fruits and vegetables have seeds. You may just not see them. Strawberry seeds are on the outside of the fruit. Lettuce has to be left in the ground until "it goes to seed". It's past the time it's normally picked to eat. Finally a small stalk of seed will grow up from the middle of the plant and those can be used to grow more plants.
Isn't that the definition of fruits and vegetables - don't fruits have seeds inside the part you eat while vegetables have seeds in the inedible parts... hmm... I think I'll write that as a question on here...
I'm pretty sure lettuce does have seeds. The part that we eat is the leafy part, so you don't see them.
Your example of lettuce is a vegetable that will grow a stalk, flower, then produce seeds. The lettuce in the grocery store is harvested prior to this stage of development. Similarly, cilantro, basil and parsley produce seeds.
There are some vegetables that reproduce via tubers, which are an extension of their root system.

I have planted cabbage ends cut off from grocery store cabbages and regrown them. It takes almost a year but the vegetable is good. Carrots can be regrown the same way if they still have tops. So can pineapples.
For potatoes, you can cut them into 8 pieces, all with skin on or just use peelings. Set them in a tray or pie pan with water for a few weeks (skin side up) and you will have many plants.
