This is a bushy herb with many aromatic leaves, and if rubbed their perfume fills the air. Strangely enough, there is something about the scent of these plants which flies do not like. It seldom suffers from disease or parasites but is rather sensitive to cold.
When leaves turn black it is a sign the plant has been exposed to frost. Basil cannot tolerate extreme cold or rain.
DRYING OUT is one thing basil cannot stand. The soil in the pot must always be damp. It grows best in a mixture of potting compost and garden soil.
Fungal problems may also cause black or brown patches to form on leaves, especially if you are experiencing a wet spring. Make sure your plants have plenty of good air circulation and treat themn with a commercial fungicide that is safe to use on foods.
Your local nursery will be able to direct you to the proper biological or chemical repellents.

I'm not sure what to use but if you go to LOWES they can tell you. Take some of the bugs with you and show them.

Mix ground cayenne pepper in water and spray on the basil.
Put your Basil plant in a plastic bag. Close the bag so that there's only a small air hole to blow into. Inhale the smoke of a cigarette (if you don't smoke, find someone who does) and blow the smoke into the bag. Repeat a couple of times. Close the bag and allow the smoke to remain for a while. I know it sounds weird, but it should get rid of the bugs, and the smoke won't affect the plant at all.
Move the basil inside, remove and despose of the insects, and just make sure that the herbs get plenty of sun and water.
Mix up some soapy water, (dish soap) and give it a good bath. The bugs will soon be gone. Keep pinching off the top leaves of your basil and it will bet nice and bushy for you. The more you pinch the bushier the plant will get.
try sprinkling seven on the plant, the chemical kills a lot of insects, but wash the leafage well before consuming
i use malathion insect spray concentrate .. got it in Loews
7.68 makes 48 gallons i put 2 teaspoons and a teaspoon of orange oil to help it stick to the plant in a garden sprayer and spray my flowers ,veggies and grass
good for all kinds of bugs
what you should do i go to your co loges nearest greenhouse and ask the people there
the best thing to do is wash it with dish soap and water. you do not need alot of soap. do not use any fungisides or insectisides on plants unless it says you can on the bottle. the poision can be be drawn into the plant through leaves and the ROOTS!!
I concur with mandp and cathi, dishsoap should do the trick. Mix up a 50 percent soap [such as Dawn lemon scent] and 50 percent water and put into a spray bottle. Good luck! Basil is my second most favorite home grown garden vegetable, running a close second to Jersey tomatoes.
soappy water with rep pepper in it will take care of the aphids.
Put tomato plants alternating with the basil. They mutually repel the bugs that attack each other.
bug replent
Most likely aphids. Even if they aren't aphids, ladybugs will eat them. you can buy bags of ladybugs at Home Depot or Lowes.
Spray bottle, fill half with water, 2 Tablespoons dishsoap, 1/2 cup vinager. fill rest with water. Shake. Kills most plant eating bugs in 2 mins.
Take the advise from all of those who told you to use "dish soap".That is truly the remedy.
have you tried misting it with soapy water? I keep a solution of dish detergent and water in a spray bottle for my plants.
Use soapy water in a spray bottle. When the bugs are gone, rinse off the leaves. Be careful, what you put on something you are going to eat.
